Haichu and Kura were in the Grass Village and we already contacted most of the Jinchuruki outside the demonic village. This was merely because Haichu had to make an important announcement for them as the Akkikage, for the wondering Jinchuruki and wanted to make sure everyone was safe. However, this wasn't the safest idea either because of demon hunters and the Akatsuki after the bijuu. Kura was here jst in case something did go wrong, she usually could control the people so all hell wouldn't break loose on them.
